Philadelphia - city of Brotherly Love - not feeling so loving to walkers who text ....

Philadelphia has a new program the - "Give respect, Get respect" program. This Philly program is intended to curb bad behavior among pedestrians, bikers and even motorists. It seems that the city has already given out approximately 600 warnings to cyclists for running red lights and not riding in bike lanes.

Now Philadelphia is going after pedestrians. The new program is cracking down on walkers who text. These pedestrians could be fined up to $120 for texting and not watching where they're going. Who thought up this program?
