Pennsylvania & other states want "Revoke Drivers Licenses" for High School Dropouts

The Department of Education reports that the National High School dropout rate is 8.1%. Some other worrisome statistics reveal that in California 35% of high school students fail to finish high school on time. In Texas this number is 31% failing to finish on time.
